This research focuses on demonstrating the importance of setting clear foundations for building the state, by deriving indicative meanings of those foundations from the Holy Qur’an and the Sunnah, focusing on the role of the societal foundation as a pivotal basis for achieving that great goal. In addition, the research problem lies in that the ancient Islamic thinkers - according to the researcher's knowledge - did not deal with the state and the foundations of building it in the modern concept as in Western ideologies. That is because state is a symbol of order and law, and life is not upright without them. This research focuses as well on the mutual impacts between the societal basis on the one hand and the state on the other, respectively, this is achieved by using the inductive method: through which it is possible to track and gather the verses and hadiths that establish this basis. Furthermore, the role of the analytical approach comes next: to analyze the gathered interpretive sayings of the verses and explanations of the hadiths that indicate this basis. The research has proven that the state is highly associated with life by highlighting the most significant outcomes. Therefore, the building process is possible only with the presence of a cohesive society and an individual with a balanced and aware self.
