Abstract
This study examines the decentralisation of power and its impact on the
achievements of Gerakan Desa Wawasan (GDW) Programme, a community
development programme. Adopting the survey method, a pre-tested interview
schedule was administrated to 480 respondents in the state of Kelantan. The
research revealed that decentralisation of power in the GDW Programme was
generally at a high level and had a significant relationship with the achievements
of the GDW Programme. Community rights in designing, molding and managing
the GDW Programme according to their needs were enabled by means of the
decentralization of power. These findings indicate that there is a need for the
implementing agency to delegate more decision-making authority to the local
committee for the management of the GDW Programme in achieving the aims of the
community as well as the government.
